Because of the public's distrust of the people in control (with the exception of Roosevelt), any sign of successful deployment of power was instinctively feared. Business Lunch captures this beautifully with the three heads having just one eye glaring balefully at the bystander: secret machinations on the part of bankers and unscrupulous businessmen were what had brought the nation down, and here you see them at work.
